How early should we order Meraki for a new office?

Do we need an MX if the building provides internet?
Usually yes. The MX gives you your own firewall, VPN and visibility. Ask us to check the building's hand-off.
Can we add the new office to our existing Meraki organisation?
Yes. The new licences then follow your organisation's licensing model.
